Possession certificate from village office- right of the property owner.

The provisions in Kerala Village Manual, especially section 186 defines the transfer of registry. Even if the transfer of registry is effected, the pending recoveries if any under Revenue Recovery Act will remain valid. The issuance of possession certificate or change in the thandapper in the name of present owner is not a bar to proceed with the dues by the authorities. In the effect, the Village Officers are free to issue possession certificate on a property in accordance with the provisions of Transfer of Registry Rules.
